The Matrox Media XL for MGA Millenium (here with 4 MB WRAM) is an extension for video editing. The card is supported under Win 3.11 and Win9x and can capture from PAL, NTSC or SECAM. It has full hardware acceleration for MPEG-1 audio and video decoding.
